Laura Luginbill, Assessment and Healthy Communities Director
Ms. Luginbill joined Island County Public Health in 2013 as the Assessment and Healthy Communities Director. She is a registered dietitian, and holds a master's degree in Food Policy and Applied Nutrition from Tufts University. Laura provides the primary staff support to the CHAB, manages population health data for the department, and oversees programs that promote healthy behaviors and environments in the community. She and her husband met while working on Whidbey Island, and she has now lived in Coupeville since 2011.
Emily Maughan, Public Health Coordinator
Ms. Maughan has been with the Island County Public Health Department since May of 2013. She received her master's degree in Public Health from East Stroudsburg University in Pennsylvania. She currently serves as the Chair of the Employee Wellness Committee for Island County, HIYI Scholarship Committeee and the Vice Chair of the Oak Harbor Youth Coalition (OHYC). Prior to working in Public Health she spent 5 years in the Mental Health field as Certified Therapeutic Recreation Specialist (CTRS), working with children with emotional and behavioral problems. She enjoys working with community members and trying to come up with creative solutions to health concerns, especially among youth.
