Established per adoption of Articles of Association by each participating member, the Council of Governments is governed by an eight-member board made up of the three county commissioners, the mayors from Oak Harbor, Coupeville and Langley and one port commissioner from the Coupeville and South Whidbey port districts. Each member of the joint board may designate an alternate to act in the member’s absence, who need not be an elected official. A chair and vice-chair shall be elected in January of each year. Regular meetings are held the 4th Wednesday of every month at 9:00 a.m. in the County Commissioners Hearing Room.
