Emphasis in this project will be placed on setting an overall economic vision for Island County with specific attention to seven key transportation gateways and maximizing economic potential in those areas. The gateways in this study:
the Camano Gateway, Deception Pass, Clinton, and Coupeville Ferry (Keystone) entryways and the Eisenberg, South Whidbey, and Camano airparks.

In December 2016, Island County adopted its updated Comprehensive Plan, which moved goals and policies related to economic development to a placeholder chapter, with a more intensive review and development of a full Economic Development Element deferred to a future work plan/docket. This item was included on the 2019 Docket, and is anticipated to be completed either in late 2019 or early 2020.
The main purpose of this project is to prepare a the Economic Development Element of the Island County Comprehensive Plan. Emphasis will be placed setting an overall economic vision for Island County with specific attention to key transportation gateways and maximizing economic potential in those key areas. Preparation of a locally based Island County Economic Development Element will include the development of goals and policies that provide a framework for economic development in Island County as well as strategies that take advantage of the economic opportunities available to, and appropriate for, Camano and Whidbey Island.
