In early 2019 the county and the project consultant held several small meetings with stakeholders ​and conducted a survey of property and business owners in our gateway areas.  Several "conversation zones" have been set up (and more to be scheduled soon) to share back with the stakeholders and community what we have heard so far and obtain more feedback on how you prefer to measure economic success both now and for our future. 

Unlike a traditional open house, a conversation zone is an opportunity to sit down with a planner to chat about your concerns, ideas, and learn more about the project in a more relaxed, informal atmosphere.  Drop in when you can, and chat with us!

In December 2016, Island County adopted its updated Comprehensive Plan, which moved goals and policies related to economic development to a placeholder chapter, with a more intensive review and development of a full Economic Development Element deferred to a future work plan/docket.  This item was included on the 2019 Docket, and is anticipated to be completed either in late 2019 or early 2020.

The main purpose of this project is to prepare a the Economic Development Element of the Island County Comprehensive Plan. Emphasis will be placed setting an overall economic vision for Island County with specific attention to key transportation gateways and maximizing economic potential in those key areas. Preparation of a locally based Island County Economic Development Element will include the development of goals and policies that provide a framework for economic development in Island County as well as strategies that take advantage of the economic opportunities available to, and appropriate for, Camano and Whidbey Island.

This project will include:

  • Identification of economic trends and conditions
  • Identification of potential opportunities
  • A Gateway Study - key transportation gateways to include Clinton, Camano Gateway, North Whidbey (Deception Pass area) , and Coupeville (ferry gateway), as well as the Airports.
  • Community/stakeholder outreach
  • An Economic Development Element (Chapter 2 of the Island County Comprehensive Plan), to include an implementation plan

Current Status

  • Research Phase will continue for the next few months.  Island County has asked the consultant team for revisions to existing drafts and they are also working on the Gateway study. 
  • Public Input. will occur throughout  We are working through the stakeholder comments and survey results and will be sharing those back with you.  Public input opportunities, including community conversation zones, will be scheduled through February/March as we work on draft documents.  We anticipate scheduling large open houses in late March and/or in April.  Public hearings will be held as part of the adoption phase, which may occur in June/July.  Please note:  This schedule is tentative and subject to change. 


Next Steps

  • The consultant team is working hard to gather data on economic trends and conditions, and are preparing information and analysis. 
  • Conversation Zones have been set up and will continue to be scheduled through March of 2020 to talk with the community about these important topics.
