n an effort for more transparency on permit processing and efficiency, Island County Planning and Community Development Department will be posting each month the progress of overall permit intake and issuance. Though Planning and Community Development offices have been closed to the public, staff has been working hard on permit review and issuance. As a reminder, we are accepting land use and building permits by mail, electronically, or by appointment.  The data and graphs will show everyone how many permits are submitted and how many permits are processed each month.

  Island County Planning & Community Development Building Permit Submittal Policy

I am excited to have the opportunity to serve the Island County citizens as the new Assistant Building Official.  I would like to thank all of those who have reached out with congratulations.  It is my goal to assist and facilitate an ongoing plan with the new leadership within Island County Planning and Community Development (ICPCD) to ensure Island County continues be the jewel of the Puget Sound.        

ICPCD is working in a progressive manner to update procedures for reviewing and issuing permits.  In this effort, ICPCD will be transitioning to a digital plan review process.  This transition will eventually allow for online submittals, tracking, and payments, as well as additional features including more efficient review timelines on permits. ICPCD is dedicated to providing a smooth process to our public while also keeping up with technological trends within the industry.


ISLAND COUNTY PLANNING & COMMUNITY DEVELOPMENT
Intake of Complete Permit Applications and Required Items


Effective Date: July 13, 2020

Purpose: To establish a uniform policy for Permit Application Submittals

Building permit applications will be accepted at the Permit Counter between the hours of 8:00AM and 4:00PM, Monday through Friday.  Applications will only be accepted for processing and plan review when deemed complete at the front counter during intake. A complete application will consist of the following documents.

  1. Completed Master Building Permit Application.
  2. Completed Project Information Form(s).
  3. Building Plans (two sets).
  4. Washington State Energy Code Forms if applicable (two sets).
  5. Engineering and Specifications if applicable (two sets).
  6. Site Plan drawn to a standard Engineering Scale Include all existing and proposed structures, and any other existing or proposed improvements to the land (two copies).
  7. Copy of approved Water Availability Form from the Island County Health Department if applicable.
  8. Copy of approved Septic Permit from the Island County Health Department.
  9. Copy of the approved Access Permit from the Island County Public Works Department.
  10. Any Land Use Approvals if applicable (subject to review by ICPCD Planning Staff).
  11. Any Other Reviews, Reports or Approvals deemed necessary.

All application submittals must include a portable USB device containing a digital copy of the documents above. An application package that does not contain a digital storage device will be deemed incomplete. A complete permit submittal is required to ensure permits are processed in a timely manner.  Permits deemed incomplete at the counter by Management will not be accepted.

  Island County Planning & Community Development Welcomes New Assistant Building Official

Island County Planning and Community Development (ICPCD) is pleased to announce that Dustin Curb has accepted the position as the ICPCD Assistant Building Official.  Dustin has eighteen years of experience in the building industry.  He has spent the last eight years as a building inspector and plans examiner (in Texas and Washington), two of which have been with Island County.  Dustin has fifteen certifications issued by the International Code Council including Residential, Commercial, Mechanical, Plumbing, and Electrical disciplines. We are grateful for the work he has done in our department to build positive relationships with staff and community members and know he will serve well in this new role.

As we build our team in the ICPCD department Dustin will help to lead the building section in plan review process optimization and permit efficiency. We are looking forward to the continued growth and increased efficiencies this addition to our department management team will bring.

  Delay of Enforcement of Probation to the National Flood Insurance Program (NFIP)

Island County Planning & Community Development is delighted to have some good news for our community during these times. Island County received a response from the Federal Emergency Management Agency (FEMA) regarding our request for a delay of the enforcement of probation to the National Flood Insurance Program (NFIP).

With the public gatherings, meetings, and events being prohibited, and residential construction deemed non-essential, FEMA acknowledged the County’s response to COVID-19 makes the implementation of Island County’s plan to remedy the compliance requirements with the properties still on the FEMA-NFIP Community Assistance Visit (CAV) list, to the maximum extent possible, prior to the current deadline virtually impossible during these trying restricted times. In that vein, FEMA has granted Island County deferment for 120 days before making its final determination on whether Island County has made the required effort to avoid being placed on probation. The delay will allow Island County time to address our social responsibilities during this unprecedented pandemic.

The new date of the probation has been postponed to July 28, 2020. We will continue to develop the timelines and milestones that must be met in order to remedy the violations to the maximum extent possible, as well as address the other issues previously identified in the 2013 Community Assistance Visit (CAV).

  2020 Docket Items

The Board of Island County Commissioners established the 2020 Annual Review Docket at their regularly scheduled meeting on Tuesday, November 5, 2019 with the following items:

Per state law, a Plan amendment must be included on a docket before it can be considered by the Board of Island County Commissioners.  After a docket is approved, docketed items go through a review and public engagement process and recommendation by the Planning Commission before the proposed amendment is considered for final approval, denial, or deferral by the Board.

    New Development Regulations for Freeland

After a public hearing on Tuesday, June 18, 2019, the Board of Island County Commissioners passed Ordinance C-49-19:

  • amending the Freeland Subarea Plan, establishing a growth phasing plan for Freeland,
  • adopting Chapter 17.06 ICC (the Freeland Zoning Code),
  • amending the Island County Zoning Atlas, and
  • amending Titles 11, 15, 16, and 17 of Island County Code. 

These new development regulations will govern development within the Freeland Non-Municipal Urban Growth Area (NMUGA).
