Island County Notice of SEPA Determination

Island County has issued a Determination of Non-Significance (DNS) and Adoption of Existing Environmental Document in accordance with the State Environmental Policy Act (SEPA) for proposed development regulations implementing the Freeland Subarea Plan.  The adoption of this code will shift properties within the Freeland Non-Municipal Urban Growth Area (NMUGA) from rural to urban standards consistent with the Rural Village character desired by the community.  The Freeland Subarea Plan FEIS analyzed environmental impacts of alternative growth patterns for the NMUGA.  An Addendum to the FEIS adds additional information on the revisions to the planned growth for the Freeland NMUGA.  A DNS and Adoption of Existing Environmental Document has been issued with reference to both the FEIS and the Addendum. 

Threshold Determination:

The development regulations implement the Freeland Subarea Plan, which was subject to previous environmental review; as such, per RCW 43.21C.450, this non-project action is categorically exempt from SEPA, and an environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c).  This decision was made after review of a completed environmental checklist and other information on file with Island County.
