 Island County Notice of SEPA Determination

Island County has issued a Determination of Non-Significance (DNS) in accordance with the State Environmental Policy Act (SEPA) amending the Island County Zoning Atlas from Water to Rural zoning and amending the Future Land Use Map from Water to Rural Lands for parcels R33221-502-5080 and R33221-520-4710. 

Threshold Determination:

Island County has determined that this non-project proposal does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with Island County.

Proposal: The project will include shore protection of approximately 250 feet of roadway and parking areas; removal of creosote wood and debris from below the ordinary high water mark (OHWM) of Skagit Bay; extension of an existing culvert and placement of beach nourishment.  In addition, the project includes transplanting native marine vegetation, installation of native dune grass and upland native shrubs.  Work below the MHHW will be done at low tides and no in-water work is proposed.  A mini-excavator or similar will be used on the beach and roadway to pick up and remove the debris and to place the beach nourishment materials.
