The County Clerk is an elected position. The position is provided by the Washington State Constitution with specific and special mandated duties assigned by statute and court rules.
The position of County Clerk is best characterized as the record keeping and financial officer of the Superior Court. Your clerk ensures the separation of powers among the three branches of government, Executive, Judicial, and Legislative by preserving the integrity of the judiciary.

NOTICE OF IMMEDIATE TEMPORARY CHANGES TO
ISLAND COUNTY CLERK'S OPERATIONS
Effective Dates: March 19, 2020 to April 24, 2020, possibly longer
Our Courthouse will be open on a very limited basis.
Office Hours: The Clerk's Office will no longer allow for in-person access. However for the time being our staff will be working behind closed doors during regular office hours. Do not hesitate to call us at (360) 679-7359 or email us at Islandcountyclerk@islandcountywa.gov.
Filings will be accepted at our window in the box provided
Filings can also be made through the mail at: Island County Clerk; PO Box 5000; Coupeville, WA 98239. If you would like conformed copies returned to you, please enclose a self-addressed stamped envelope.
FAX / EMAIL Filings: The Clerk's Office will temporarily accept FAX / EMAIL filings from the public until further notice (See below for details). The Clerk's FAX number is: 360-240-5503. Fax file per our Local Court Rules. Please use the fax / email cover sheet that is attached. Fax / email coversheets are also available in the lobby of the Law & Justice Center at the Clerk's Office. It is important that you list all of the documents with the page count so that documents can be verified. Fees are waived at this time.

Due to the Large amount of faxes coming into our office and problems with faxes being sent from computers we ask that the following changes be made.
Faxes can only be received from another Fax.
If you are sending documents from your computer please send them to firstname.lastname@example.org.
Fees assessed for opening new cases by fax / email may be paid on line through NCourt at www.islandsuperiorcourtpay.com. Please indicate the case name or the case number if it already has one so that we can verify which case to apply the payment to. New case filings and filings with filing fees are not filed until payment has been confirmed.
Ex-parte orders: Ex Parte Orders can be mailed, emailed (email@example.com) or faxed (360) 240-5503. Copies of signed orders will be returned via email. Fees for presentation of ex-parte orders are suspended.

Do Not Follow Up Fax or Emailed Documents with Hardcopies
With the exception of original wills and codicils
Judge's working copies will need to be sent to Court Administration. Please contact them about the accepted process and/or if you have any questions at (360) 679-7361.

A clerk will be present at hearings to record the proceedings and process pleadings. Copies of orders processed will be emailed to parties upon request if not accessible via an Odyssey subscription.
LFO Payments: All LFO payments must be paid online or with a mailed money order or cashier's check payable to the Island County Clerk.
Protection Orders: If you need to file a protection order and have access to a computer, please visit www.courts.wa.gov for the correct forms for a DVPO, VAPO, SAPO or anti-harassment order. Once the documents have been filled out, you may mail them, drop them off at the Clerk's Office, or FAX (360) 240-5503 following the Local Court Rules for FAX filing. Call the clerk's office for further instructions. (360) 679-7359. We will email or snail mail forms to you upon request. We will also have packets available in the Law & Justice Center lobby at the Clerk's Office. CADA is a resource that may be helpful. Call them at (360) 675-7057.
