Island County Public Health (lead agency) and  South Whidbey Parks and Aquatics Foundation (fiscal sponsor) have partnered along with the South Whidbey Parks and Recreation District, Coupeville School District and Compass Health to provide scholarships to children and youth whose families may not be able to afford the registration costs of organized physical activities. Funds for these scholarships have been donated by various organizations in Island County, see the logos to the left.

HIYI Scholarships can be requested to cover registration fees, equipment vouchers, and other expenses that are a barrier to a child/youth pursuing an organized physical activity anywhere throughout Island County. The HIYI Scholarship Program provides assistance to children and youth from low income families who are not currently being served by an existing scholarship or fee waiver programs. To apply for a physical activity scholarship, please complete and submit the following application form:

Eligibility

There is a limit to one scholarship per applicant for a maximum amount of $200 per quarter, $500 yearly. Individuals may apply for consecutive quarters. Scholarships are limited to individuals only, groups and organizations are not eligible.

Donations to this scholarship are tax deductible, as South Whidbey Park& Aquatics Foundation, a 501 (c) 3 organization, is our fiscal sponsor. Donations can be made payable to:

South Whidbey Parks & Aquatics Foundation, with a note on the memo line directing it to the "HIYI Scholar​ship Fund".
