   Island County Gateways Study - Property & Business Owner Survey

Island County is preparing an Economic Development chapter for the Island County Comprehensive Plan. The Plan will include strategies that take advantage of the economic opportunities available to, and appropriate for, Camano and Whidbey Island. Emphasis will be placed on setting an overall economic vision for Island County with specific attention to our seven gateways and maximizing economic potential in those areas.

The gateways in this study: the Camano Gateway, Deception Pass, Clinton, and Coupeville Ferry (Keystone) entryways and the Eisenberg, South Whidbey, and Camano airparks.

If you own property and/or a business in one of the gateway study areas listed above, please complete our >>> GATEWAY SURVEY <<<. It should take 15 minutes or less to complete, and will be an invaluable tool as we look at planning for the future of these gateways.

  New Development Regulations for Freeland Adopted June 18th

After a public hearing on Tuesday, June 18, 2019, the Board of Island County Commissioners passed Ordinance C-49-19:

  • amending the Freeland Subarea Plan, establishing a growth phasing plan for Freeland,
  • adopting Chapter 17.06 ICC (the Freeland Zoning Code),
  • amending the Island County Zoning Atlas, and
  • amending Titles 11, 15, 16, and 17 of Island County Code. 

These new development regulations will govern development within the Freeland Non-Municipal Urban Growth Area (NMUGA).

    Land Use Tables Adopted June 25th

The Board held a public hearing am on June 25th to adopt the code revisions related to how land uses are shown in Island County Code.  This consolodation project simplifies land use information from multiple sections, lists, and tables into three easy to use tables.

  • C-93-19, adopted 10/8/19, amending Chapter 17.03 ICC; allowing Rural Event Centers in the Rural Forest (RF) Zone.
  • C-53-19, adopted 6/25/19, consolodating land uses and eliminating inconsistencies. 
  • C-49-19, adopted 6/18/19, adopting the Freeland Zoning Code, amending the Freeland Subarea Plan, amending the Zoning Atlas, and adopting related amendments to Titles 11, 15, 16 & 17 ICC.

  • C-86-18, adopted 9/4/18, providing new and amended regulations for wineries, cideries, breweries, and distilleries. 
  • C-55-18, signed by the Board of Island County Commissioners 5/08/18 clarifying certain county processes with regards to forest practices, surface water quality monitoring, and farm management plans
  • C-27-18, signed by the Board of Island County Commissioners 3/20/18 improving the Island County Code's alignment with State Forest Practices requirements.
