Established per Articles of Association by each participating member, the Council of Governments is governed by an eight-member board comprised of the three Island County commissioners, the mayors of Oak Harbor, Coupeville and Langley, and one commissioner each from the Coupeville and South Whidbey port districts. Each member of the joint board may designate an alternate to act in the member’s absence. A chair and vice-chair shall be elected in January of each year. Regular meetings are held on the fourth Wednesday of every month
